License to operate a facility for the prevention of cruelty to animals and to impound homeless stray or unwanted animals. A registered pound may engage in the sale of dogs and cats under its control, if the privilege is granted by the Department of Agriculture and Land Stewardship. An applicant must have a valid contract with a municipal form of government to be eligible for licensure.

Who Applies Any person wishing to operate a pound which is under contract with a municipal government must obtain a license.

When To Apply Application must be made and registration granted before operations begin.
