Livestock dealers buy, sell, assemble, or receive livestock by consignment for the purpose of resale either interstate or intrastate. “Livestock” means cattle, horses, sheep, goats, swine (other than feeder swine) or any other animals of the bovine, equine, ovine, caprine or porcine species. “Livestock” also includes species of deer, elk, and moose raised under confinement or agricultural conditions for the production of meat, the production of other agricultural products, sport, or exhibition.

Who Applies Any person engaged in the business of buying, selling or assembling livestock by consignment for the purpose of resale either interstate or intrastate, shall first obtain a license from the department to conduct business. However, a person is not required to be licensed as a livestock dealer if either of the following applies: a) The person is licensed as an agent for a packer, the person only buys for the packer, and the livestock move directly to slaughter; or b) The person is licensed as a feeder pig dealer and does not sell livestock other than feeder pigs. This license does not apply to agents or employees of livestock markets operating under a valid state license or to the owner or operator of a farm or feedlot who deals only in livestock which has been kept or used for dairy, breeding or feeding purposes.

When To Apply Application must be made and a license issued before operations begin. All livestock dealers are subject to inspection (facility and/or records) by the Iowa Department of Agriculture and Land Stewardship.

Initial Requirements An applicant shall submit proof of bond and shall be payable to the Department for the use and benefit of any person damaged as a result of a violation of this chapter. The amount of the bond shall be calculated in the same manner and contain the same condition clauses as required by the U.S. Packers and Stockyards Administration. A separate license must be obtained for each separate location even though operated under the same management or person.

Duration The license is renewed annually and expires on July 1 after date of issue.
