Who Applies Persons planning to develop in a floodplain may need a Department of Natural Resources Floodplain Development Permit. Activities covered include construction of buildings, fill, excavations, bridges and roadways, dams, channel changes, flood control works and any other activities that could obstruct flood flows. Modified plans require a new permit.
