A type of air construction permit that involves a more intensive review based on higher emission levels, usually at large facilities or those with high emission levels.

Who Applies Businesses with air pollution sources that have the potential to emit more than 250 tons per year of pollutants; Businesses on EPA\\’s list of 28 source categories which are subject to a 100 tons per year threshold instead of the 250 tons per year threshold; or Businesses planning major modifications. When To Apply The applicant must obtain a permit prior to the initiation of construction, installation or alteration of any equipment or control equipment to the outside air.

Initial Requirements A PSD application requires a review of best available control technology (BACT), ambient air quality analysis, additional impact analysis and pre- and post-construction monitoring. Businesses located in Linn County should contact Wanda Reiter Kintz 319.892.6012. Duration Life of equipment or until modified.

Processing Time It is the department’s goal to issue all PSD projects within 180 days of receipt by the Department of Natural Resources if the applicant follows the process outlined under \\”PSD/Complex Projects\\” at http://www.iowadnr.gov/airconstructionpermits.

Renewal Requirements A construction permit does not require renewal and is valid for the life of the equipment or until the equipment is modified.

Exam A non-licensed company employee is allowed to complete the application for a construction permit. If a consultant prepares the application, it must have been by or under the supervision of an active Iowa Licensed Professional Engineer and the Iowa professional engineering license number of that individual must be provided.
