License to transport passengers for a fee. A chauffeur\’s license, Class D, endorsement 3 is required from the State of Iowa. You may need this license if you operate a childcare center.

Who Applies Anyone wishing to transport passengers by shuttle, taxi, limousine, or other passenger transport service in the State of Iowa. Any person transporting 15 persons or less (including the driver) must possess the Class D-3 License.

When To Apply Before transporting begins.

Initial Requirements Applicants need to obtain a Class D license with endorsement 3. If you have a valid operator’s license and a clear driving record for the previous two years, no knowledge test or driving test is required. If you do not currently have a valid operator’s license you must pass a vision, knowledge, and driving test. Most city governments also require taxi and limousine service providers to obtain a special operator\’s license. Contact your city clerk and county auditor for local requirements and ordinances.

Duration License duration is eight years for persons age 18 through 66, then the validity period will proportionally decrease until age 72, at which point a two-year license is issued (age 67, seven year license; age 68, six year license; age 69, five year license; age 70, four year license; age 71, three year license; age 72+, two year license). Beginning September 1, 2020, license duration will be eight years for persons age 18 through 72, then the validity period will proportionally decrease until age 78, at which point a two-year license is issued (age 73, seven year license; age 74, six year license; age 75, five year license; age 76, four year license; age 77, three year license; age 78+, two year license).

Processing Time One hour for vision screening, written test, and driving test.

Fee Structure Initial/Renewal: $8 per year.

Renewal Requirements No special requirements for renewing a Class D-3 license.

Exam If you do not currently have a valid operator’s license you must pass a vision, knowledge, and driving test.
