The International Registration Plan (IRP) is a registration reciprocity agreement among jurisdictions of the United States and Canada. The agreement provides for payment of license fees on the basis of fleet distance operated in various jurisdictions.

Who Applies Iowa based motor carriers who travel interstate and: 1. have a power unit having two axles and a gross vehicle weight or registered gross vehicle weight in excess of 26,000 pounds or 11,793.401 kilograms; or 2. have a power unit having three or more axles, regardless of weight; or 3. is used in combination, when the weight of such combination exceeds 26,000 pounds or 11,793.401 kilograms gross vehicle weight.

When To Apply Before interstate transport begins.

Initial Requirements Title and Federal Heavy Vehicle Use Tax form 2290 (if applicable).

Duration One year.

Processing Time One day.

Fee Structure Registration fee varies according to weight, type of vehicle, and distance.

Renewal Requirements Annually.
