Approval to operate as a third-party administrator (TPA).

Who Applies A person collecting charges or premiums from, or adjusting or settling claims on, Iowa residents in connection with life or health insurance coverage or annuities must hold a current certificate of registration. See IC 510.11.

When To Apply Application must be made and a certificate issued before a person acts in the capacity of administrator. See IC 510.21 and IAC 191.58.3.

Initial Requirements Applicants must submit an application and TPA checklist items found at https://iid.iowa.gov/third-party-administrators-tpas.

Duration Three years. See IC 510.21.

Processing Time 10-15 business days.

Fee Structure Filing: $100

Renewal Requirements Third-party administrators wishing to renew the registration must do so every three years.

Exam Does not pertain.

Additional Information All third-party administrators must submit an annual report by July 1 of every year. If the third-party administrator is acting as a pharmacy benefits manager the third party-administrator must also file a pharmacy benefits manager annual report, by February 15th of every year. All companies functioning under the ERISA Taft Hartley Act are exempt from registration requirements, however, they must complete a third party affidavit form and file it with the Iowa Insurance Division.
