Special certificate for purpose of transporting, testing, demonstrating, or selling ATV or Snowmobiles without being registered. Special certificates are for demonstration purposes only. Code Citation 321G.21for Snowmobile Dealers 321I.22 for ATV Dealers Who Applies Any dealer who sells six or more off highway vehicles or snowmobiles per year is required to become a certified dealer. You can apply to be a certified dealer if you sell less than six vehicles per year. When To Apply By the time the business opens. Renewals start September 1 and run on a three year cycle. Current cycle ends 12/31/2024. Initial Requirements Filling out application and submitting correct payment. The dealer must submit proof that they have a sales tax permit from the Iowa Dept of Revenue. Duration 3 calendar years. Processing Time 1-2 Weeks. Fee Structure Permit Fee: $46.50 Renewal Requirements Initial registrations are processed by the DNR. Renewals may be done at your local County Recorder\\\\\\\\’s office. Exam None.
