Gambling Games Distributor or Manufacturer License

A manufacturer\’s license is required of any entity that designs, assembles, fabricates, produces, constructs or otherwise prepares a product, or a component part of a product, or any implement of gambling usable in the lawful conduct of gambling games pursuant to Iowa Code chapter 99F. A distributor\’s license is required of any entity that sells, markets or otherwise distributes gambling devices or associated gambling equipment which is usable in the lawful conduct of gambling games to a licensee authorized to conduct gambling games pursuant to Iowa Code chapter 99F. A separate distributor\’s license shall be required if a manufacturer distributes gambling devices or associated gambling equipment to a licensee authorized to conduct gambling games pursuant to Iowa Code chapter 99F.

Who Applies Any person or entity to be involved in operating, carrying on, conducting or maintaining any form of manufacture, sale or distribution of any gambling device for use or play in Iowa.

When To Apply Application packets can be submitted at any time. All renewal applications must be completed and returned with payment by April 1st of each year.

Initial Requirements Manufacturers and distributors are required to provide the Commission with a copy of the invoice showing the items shipped to any gambling establishment in the state and a copy of the bill of lading. An owner of a gambling game or excursion boat operation cannot also be a manufacturer or distributor of gambling games or implements of gambling.

Duration One year.

Processing Time 30 days processing time, plus time for DCI to complete the background on the initial application.

Fee Structure Manufacturer\’s license: $250 Distributor\’s license: $1,000 An initial application fee of $15,000 shall be paid to the Department of Public Safety for a Department of Criminal Investigation background investigation.
