Linn County issues local construction permits for air pollutant sources. Initial construction permits, must be obtained prior to initiation of construction. The Air Quality Division (AQD) is authorized by the U.S. Environmental Protection Agency and the Iowa Department of Natural Resources to implement and enforce the mandate of the Clean Air Act and the local regulations of the Linn County Board of Health. It is this division’s objective to achieve and maintain such levels of air quality as will protect human health and safety. These objectives are accomplished through the issuance of construction permits for the installation and operation of equipment or processes emitting air pollutants.

Who Applies The responsible officer of the company operating the equipment or the responsible officer of the firm installing the equipment.

When To Apply Permit must be obtained before any onsite construction begins on the project.

Initial Requirements Applications must include process descriptions, emissions calculations, block and flow diagrams. A permit to operate must also be obtained for any air source.

Duration 60 days past the end of installation or longer provided an extension is granted by the Air Pollution Control Officer.

Processing Time 2 to 4 weeks.

Renewal Requirements Each Permit to Operate must be renewed yearly.
