About

An agreement between a Publicly Owned Wastewater Treatment Works (POTW) and an industry to identify wastewater pollutant loads of at least 25,000 gallons per day or 5% or more of the total loading capacity of the POTW. The Iowa Department of Natural Resources (DNR) determines if the POTW can accept the level of pollutants proposed by the industry based on engineering and design capacity of the existing POTW.

Who Applies A Publicly Owned Treatment Works (POTW) is required to provide this agreement to the DNR. A city that has a DNR approved pretreatment program need not submit the agreements to the DNR.

When To Apply Prior to a new major contributing industry discharging to a POTW. When waste loading commitments from a major contributing industry change (a major contributing industry is one that contributes at least 25,000 gallons per day or 5% or more of the total loading to the POTW).

Initial Requirements The agreement is enforceable by the local authority and the Department of Natural Resources. Major contributing industries (those that contribute at least 25,000 gallons per day or 5% or more of the total loading to the POTW), are subject to federal pretreatment standards.

Duration Unlimited as long as the terms of the agreement are acceptable by the industry, DNR and POTW.
