Section 455B.113 requires a certification program for laboratories performing analyses of samples which are required to be submitted to the Department of Natural Resources (DNR). Chapter 83 provides the procedures, fee structure, and criteria for evaluation for laboratory certification and on-going competence. Code Citation IAC 567 – Chapter 83 Who Applies Laboratories that perform any of the following analyses: drinking water, soil and groundwater analysis for petroleum constituents at petroleum storage tank sites, and wastewater discharges, or sewage sludge. Laboratories performing analyses for solid waste and contaminated site environmental programs are required to be certified. When To Apply Complete application for certification or renewal must be sent to the Department of Natural Resources at least 60 days before the date when certification or renewal is desired. Initial Requirements Fees and performance evaluation (PE) analyses must be submitted prior to certification. Site visits must be conducted by the Iowa Department of Natural Resources (IDNR) designee or from a national accredited agency. Adherence to criteria outlined in the Manual for the Certification of Laboratories Analyzing Environmental Samples for the IDNR is required. Sub-chapters are relative to environmental programs as applicable. Duration Laboratory must be re-certified every two years after initial certification. The anniversary date does not change if lab adds parameters and pays additional fee. Processing Time 3 to 6 months.
