Who Applies Any person who brings, sends into, or receives into this state, milk or milk products for storage, transfer, processing, sale or to offer for sale, must possess a permit. Grocery stores, restaurants, soda fountains, or similar establishments where milk or a milk product is served or sold at retail are exempt.
