If your business requires electric transmission service (69kV or more), the transmission provider must obtain a franchise from the Iowa Utilities Commission (IUC). Contact your local utility to determine the need for additional transmission services. Contact the IUC if you need assistance in determining your local utility. The utility will file a petition for the electric transmission franchise from the IUC. Code Citation Iowa Code Chapter 478 and 199 Iowa Administrative Code (IAC) chapter 11. Who Applies Anyone building an electric line capable of operating at 69kV or more. When To Apply For a new franchise, a petition should be filed with the IUC not less than 30 days from the public informational meeting date. Under 199 IAC 11.8, a petition for an extension of a franchise must be filed at least one year prior to the expiration of the franchise. IUC rule 199 IAC 11.6 provides rules for when a petition for an amendment is required. Initial Requirements Iowa Administrative Code 199—11.5 provides information explaining what is required for a filing pertaining to an electric transmission line and 11.8 explains what is required for a petition for extension of franchise. Duration No more than 25 years. Processing Time No set deadline.  The process is detailed under Iowa Code Chapter 478 and Iowa Admimistrative Code Chapter 11. Fee Structure Fees are based on Iowa Utilities Commission staff time required for review and processing consistent with Iowa Code Chapter 478.
